   OCTV began broadcasting in 1985 as the first urban cable TV station in Japan. As the only locally-based station, it broadcasts detailed information about Obihiro and Tokachi. In 1999, it started RUN LAN to provide Internet access through its cable network. In 2003, it launched the Fiber to the Home Project (FTTH), with the goal of creating an optical fiber network in Obihiro. It was the first privately owned urban CATV to build a 100-megabit-per-second broadband network. In 2004, it began providing IP-telephone service using its cable network. Since 2007, it has been offering digital broadcasting using optical fiber, providing 61 channels for its service area, which covers Obihiro and a part of Otofuke. Now 28,000 households use the CATV channel service and 8,100 households use the Internet service.

   The optical fiber network is expected to promote IT businesses and be utilized for public services. OCTV is a leader in the digital communication field and is creating a new media that combines broadcasting and two-way communication.
